    Can a CDO lead his organization by leapfrogging or by wearing seven-story boots?

    As the new and first Infrastructure Canada CDO, Éric's mission is clear: reaching a level of data governance maturity where the organization is well aware of the importance of data as a key business asset and governs and manages it accordingly.

    Establishing a data governance framework is necessary. Key building blocks such as policies including accountability, data and control quality, standards, processes, people, and technology essential to managing critical data to a set of goals must be developed.

    In a context where the foundations are more or less in place, Éric must ensure that he seizes opportunities to progress well beyond the existing environment. The biggest piece of the puzzle is culture, the binder to foster a data culture environment more precisely an operating data-driven culture. Creating the conditions to nurture such a climate takes time and requiring setting up the right building blocks.

    The key questions: Where do we start? At what pace? What needs to be built to create a climate conducive of a data-driven culture that will not be a short-lived fad? Is it possible to leapfrog over some steps to achieve the sought environment?

    Éric Gagné would like to share his approach and thoughts and engage in an exchange with his audience.

    Speaker Bio

    Éric Gagné has been recently appointed as the first CDO of Infrastructure Canada (October 2022). Evidence based decision making, and modernizing business and services has been a thread in his 20+ years career in the Federal Government. Data is the heart and at the core of his interest and expertise.

    For the last 14 years, Éric held several executive positions in GoC, notably at Environment and Climate Change Canada as the Director General (DG) Digital Strategies and IM, A/DG Legislative and Regulatory Affairs, and DG Science Policy. He also worked at Public Services and Procurement Canada as a Senior Director in the Federal S&T Infrastructure Initiative. In this time, he was at the ground floor setting the stage for open science and data, catalyzed regulatory data modernization, and launched modern enterprise data and information services.

    Éric has a M.Sc. in Environmental Sciences from the Louisiana State University and a BA, Human Environment Relations from the Concordia University.

    En tant que nouveau et premier dirigeant des données d'Infrastructure Canada, la mission d’Éric est claire : atteindre un niveau de maturité en matière de gouvernance des données où l'organisation est bien consciente de l'importance des données en tant qu'actifs essentiels de l'entreprise et où elle les gouverne et les gère en conséquence.

    Établir un cadre de gouvernance des données est indispensable.  Il faut développer des éléments clés tels que les politiques, y compris la responsabilité, la qualité des données et des contrôles, les normes, les processus, le personnel et la technologie essentiels à la gestion des données critiques en vue d'atteindre un ensemble d'objectifs.

    Dans un contexte où les fondations sont plus ou moins en place, Éric doit s'assurer qu'il saisit les opportunités afin de progresser bien au-delà de l'environnement actuel.  La plus grande pièce du puzzle est la culture, le ciment pour favoriser un environnement de "culture des données", plus précisément une "culture axée sur les données".  Créer les conditions d'un tel climat prend du temps et nécessite de mettre en place les bons éléments.

    Les questions clés : par où commencer?  À quel rythme?  Que faut-il mettre en place pour créer un climat propice à une culture axée sur les données qui ne soit pas une mode passagère ?  Est-il possible de sauter certaines étapes pour obtenir l'environnement souhaité ?

    Éric Gagné souhaite partager son approche et ses réflexions et engager un échange avec son auditoire.

    Nos Invités

    Éric Gagné a récemment été nommé premier Dirigeant principal des données à Infrastructure Canada (octobre 2022). La prise de décision fondée sur des données probantes et la modernisation des activités et des services ont été le fil conducteur de sa carrière de plus de 20 ans au sein du gouvernement fédéral. Les données sont au cœur de son intérêt et de son expertise.

    Au cours des 14 dernières années, Éric a occupé plusieurs postes de direction au sein du gouvernement fédéral, notamment à Environnement et changement climatique Canada en tant que directeur général (DG) des stratégies numériques et de la gestion de l'information, DG adjoint des affaires législatives et réglementaires, et DG de la politique scientifique. Il a également travaillé à Services publics et Approvisionnement Canada en tant que directeur principal de l'initiative fédérale en matière d'infrastructure scientifique et technologique. Pendant cette période, il a participé à la mise en place de la science et des données ouvertes, a stimulé la modernisation des données réglementaires et a lancé des services modernes de données et d'informations d'entreprise.

    Éric est titulaire d'une maîtrise en sciences de l'environnement de Louisiana State University et d'une licence en relations humaines et environnementales de l'Université Concordia.
